Improving The Organisational and Economic Mechanisms for The Development of Small Businesses and Enterprises in The Neighborhoods

This study explores the organizational and economic barriers limiting small business development in Uzbek neighborhoods, a topic underexamined in current scholarship. Despite national-level support for entrepreneurship, local enterprises face persistent challenges related to access, bureaucratic inefficiencies, and digital illiteracy. Utilizing a qualitative, survey-based methodology inspired by the Community Development Corporation (CDC) model, the research gathers perspectives from small business owners and community actors across Uzbekistan. Results indicate that 65% of respondents struggle with financial access, 80% experience bureaucratic delays, and 75% lack adequate digital skills. However, strong community networking (60% positive responses) and moderate local government involvement offer promising foundations for localized interventions. These findings suggest that neighborhood-scale models, such as CDCs, could serve as effective frameworks for inclusive economic development. Policy implications include decentralizing microfinance, streamlining administrative processes, and improving digital literacy at the grassroots level. Further research should apply mixed methods across diverse Uzbek regions to assess ecosystem variation and the adaptability of CDC-inspired strategies.
